Job Description/Specification:
Established in 2007 as a key affiliate of the EMFI Group, PS Tech (Power Systems & Information Technology) stands as a premier provider of specialized technical staffing, engineering secondment, and project execution support in Qatar. We collaborate closely with top-tier public utilities, municipal authorities, and primary main contractors—including major infrastructure bodies like Ashghal—to supply elite engineering talent capable of steering complex, multi-million-dollar developments toward successful delivery.
Role Overview
PS Tech is seeking a seasoned and strategic Senior Planning Expert to join our elite project controls team in Doha, Qatar. In this critical leadership role, you will act as the principal authority on schedule governance, macro-level baseline optimization, delay forensic analysis, and time-impact evaluations for high-profile infrastructure and civil engineering megaprojects.
The ideal candidate possesses an exceptional command of advanced project planning tools, extensive experience in GCC construction environments, and a proven track record of steering complex multi-disciplinary schedules through unpredictable project lifecycles. You will interface directly with client executive boards, consultants, and principal contractors to align timelines, mitigate critical path bottlenecks, and protect project delivery margins.
Key Responsibilities & Core Duties
-
Master Schedule Development & Baseline Governance: Direct the creation, integration, and oversight of comprehensive master project schedules (Level 3 to Level 5) using Primavera P6 and advanced schedule risk analysis tools.
-
Delay Analysis & Forensic Claims Management: Conduct thorough forensic delay analyses (such as Time Impact Analysis and Window Analysis), identifying critical path deviations, quantifying contractor/client culpability, and supporting the preparation or defense of Extension of Time (EOT) claims.
-
Progress Tracking & Executive Reporting: Oversee periodic progress monitoring against approved baselines, synthesizing granular site data into high-level executive dashboards, S-curves, manpower histograms, and Key Performance Indicator (KPI) reports.
-
Risk & Mitigation Strategy Formulation: Proactively identify schedule risks, resource constraints, and procurement bottlenecks; formulate robust recovery schedules and mitigation action plans to steer projects back on track.
-
Stakeholder & Authority Coordination: Lead planning review sessions, chair scheduling coordination meetings with clients, consultants, and contractors, and present comprehensive timeline updates to senior management.
-
Tender & Proposal Planning Support: Provide high-level planning strategies, construction methodologies, preliminary schedules, and resource loading estimates for upcoming tenders, bids, and technical submissions.
-
Audit & Compliance Control: Ensure all project scheduling operations comply strictly with local statutory regulations, Qatar Construction Specifications (QCS), and international contract frameworks (such as FIDIC).
Requirements & Candidate Qualifications
-
Education: Bachelor’s Degree in Civil Engineering, Construction Management, Project Management, or an equivalent technical discipline (Master’s degree or professional certifications like PMP, PSP, or PMI-SP are a strong advantage).
-
Experience: Minimum of 12 to 15+ years of total professional experience in project planning and controls, with a heavy emphasis on large-scale infrastructure, roads, utilities, or building construction projects.
-
Regional Exposure: At least 5 to 7 years of hands-on experience working within Qatar or the wider GCC construction sector; thorough familiarity with local authority workflows and Ashghal standards is essential.
-
Technical Software Mastery: Expert-level proficiency in Primavera P6, MS Project, Schedule Risk Analysis software (e.g., Primavera Risk Analysis / Pertmaster), and advanced MS Excel modeling.
-
Contractual Knowledge: Deep, practical understanding of FIDIC contract administration (Red, Yellow, or Silver Books), particularly regarding clauses governing time extensions, variations, and delay claims.
-
Soft Skills: Superior analytical aptitude, exceptional executive-level communication skills, and the capacity to negotiate complex schedule adjustments under high-pressure environments.
