Job Description/Specification:
Saur is seeking a Technical & Asset Manager for its operations in Doha, Qatar, with responsibility for six interconnected functions: Asset Management, GIS, Handover/Takeover, IT & OT, Innovation, and Technical Studies. The role combines infrastructure reliability, digitalization, engineering, maintenance, and technical leadership across water and wastewater assets. It is designed for an experienced utilities professional capable of leading multidisciplinary teams and improving the long-term performance of critical infrastructure.
Key Responsibilities
- Lead Asset Management activities covering asset lifecycle optimization, inventory, reliability, maintenance strategies, and continuous performance improvement.
- Manage CMMS/Maximo processes and apply reliability techniques including RCM, FMECA, and Root Cause Analysis (RCA).
- Oversee GIS information for sewer, stormwater, groundwater, and TSE networks, ensuring accurate spatial and operational asset data.
- Support mapping, network information management, and maintenance teams through effective use of GIS systems.
- Lead Handover/Takeover activities for new facilities, ensuring technical and operational readiness before assets enter service.
- Coordinate commissioning, technical documentation, training, spare parts, Maximo preparation, and HSE readiness for new infrastructure.
- Manage IT and OT environments covering infrastructure, cybersecurity, SCADA, PLC/RTU systems, automation, telemetry, and instrumentation.
- Drive innovation through digital transformation, smart asset management, predictive maintenance, AI, remote monitoring, energy efficiency, climate resilience, and sustainability initiatives.
- Lead technical studies, engineering assessments, improvement proposals, technical-commercial offers, and investigations into operational defects.
- Coordinate multidisciplinary teams and work closely with clients, contractors, surveyors, maintenance teams, and SAUR Group technical resources.
Requirements
- Bachelor’s degree in Engineering, such as Civil, Mechanical, Electrical, Environmental, or a related discipline.
- Master’s degree is an advantage.
- 10–15 years of experience in asset management, infrastructure operations, or utilities.
- Experience in the water or wastewater sector is preferred.
- Proven experience managing multidisciplinary teams covering engineering, maintenance, GIS, IT/OT, and technical projects.
- Strong understanding of Asset Management principles and lifecycle planning.
- Practical knowledge of reliability engineering methods including RCM, FMECA, and RCA.
- Experience with preventive maintenance strategies and CMMS/Maximo.
- Good understanding of GIS and spatial asset management.
- Experience with infrastructure commissioning and Handover/Takeover processes.
- Strong technical documentation management, analytical, project management, and problem-solving capabilities.
