Job Description/Specification:
We are seeking an experienced Safety Officer to join a long-term engineering and construction project in Wukair, Qatar. The successful candidate will be responsible for implementing and monitoring HSE requirements across a heavy electromechanical and MEP construction environment, including work carried out in potentially hazardous high-voltage electrical areas.
Candidates with practical experience in electrical substations, infrastructure projects, MEP construction, high-voltage environments, and Permit to Work (PTW) systems are particularly encouraged to apply.
About This Role
The Safety Officer will ensure that construction activities are carried out safely and in accordance with project HSE procedures, applicable standards, and client requirements. The role involves site inspections, risk assessments, PTW monitoring, toolbox talks, incident investigation, emergency preparedness, and control of high-risk activities.
The successful candidate must be confident working with engineers, supervisors, subcontractors, and multicultural site teams and be capable of identifying and escalating unsafe conditions.
Key Responsibilities
HSE & Site Safety Management
- Implement and monitor project HSE policies, procedures, and site safety requirements.
- Conduct regular site inspections, safety observations, and risk assessments.
- Identify hazards and ensure corrective and preventive actions are implemented.
- Monitor electrical, mechanical, MEP, and electromechanical construction activities.
- Ensure compliance with project specifications, HSE standards, and client requirements.
High-Voltage & Electrical Safety
- Monitor safe working practices in high-voltage and hazardous electrical environments.
- Ensure appropriate electrical safety controls and isolation procedures are followed.
- Monitor LOTO, electrical isolation, access controls, barricading, and warning signage.
- Support safe execution of substation and other high-risk electrical construction activities.
Permit to Work & High-Risk Activities
- Monitor and control Permit to Work (PTW) activities.
- Ensure appropriate controls are in place for:
- LOTO and isolation
- Hot work
- Confined space entry
- Work at height
- Excavation
- Lifting operations
- Electrical works
- Scaffolding
- Temporary works
- Verify that risk assessments and method statements are approved and available before work starts.
Training & Safety Awareness
- Conduct toolbox talks, safety inductions, and HSE awareness sessions.
- Promote safe working practices among employees and subcontractors.
- Monitor proper use of PPE and safety equipment.
- Communicate site hazards, safety requirements, and corrective actions effectively.
Incident Investigation & Reporting
- Investigate incidents, near misses, unsafe acts, and unsafe conditions.
- Assist in preparing incident and investigation reports.
- Maintain accurate HSE records, inspection reports, permits, checklists, and safety documentation.
- Monitor corrective actions and ensure outstanding safety issues are followed up.
Emergency & Site Coordination
- Participate in emergency preparedness, drills, and response activities.
- Coordinate with site engineers, supervisors, subcontractors, and project management on HSE matters.
- Stop or escalate unsafe work where there is an immediate risk to personnel, equipment, or the project.
Minimum Requirements
- Minimum 5 years of relevant HSE/Safety experience in engineering and construction projects.
- NEBOSH IGC certification is mandatory.
- Experience in one or more of the following:
- Electrical substations
- Infrastructure projects
- MEP engineering and construction
- Heavy electromechanical construction
- Practical experience in high-voltage or hazardous electrical environments is highly preferred.
- Strong knowledge of construction safety, risk assessment, method statements, and HSE inspections.
- Practical knowledge of Permit to Work (PTW) systems.
- Good understanding of electrical safety and LOTO/isolation procedures.
- ISO 45001:2018 certification or training is preferred.

Desired Candidate Profile
The ideal candidate is a practical and proactive HSE professional with strong experience in MEP, electromechanical, infrastructure, or substation construction environments.
You should have the confidence to monitor high-risk activities, challenge unsafe practices, communicate effectively with multicultural teams, and work independently in a demanding construction-site environment.
Strong experience with high-voltage work areas, PTW, LOTO, electrical safety, and construction HSE controls will be highly advantageous.
