Job Description/Specification:
KEO is seeking a highly experienced Handover Coordinator to join its award-winning team in Doha, Qatar, supporting a recently awarded project. The role will be responsible for coordinating project handover, commissioning, close-out, documentation, inspections, and final acceptance activities in accordance with contractual requirements and established project procedures.
The successful candidate will work closely with the Client, End Users, Contractor, Consultants, and project stakeholders to ensure all handover requirements, documentation, testing, commissioning, snagging, and close-out activities are completed efficiently and within agreed project milestones.
About This Role
The Handover Coordinator will establish and monitor project-specific handover requirements, plans, procedures, schedules, and deliverables. The role requires strong knowledge of construction project handover processes, testing and commissioning, documentation management, snagging/de-snagging, contractual requirements, and final project close-out.
Experience on local roads, highways, or expressway projects, particularly within Qatar, is highly relevant to this position.
Key Responsibilities
Project Handover & Close-Out
- Coordinate with the Client, End Users, Contractor, and project stakeholders to establish handover plans, requirements, procedures, and schedules.
- Monitor handover milestones and ensure activities are completed in accordance with contractual requirements.
- Identify outstanding handover and close-out items and follow up with responsible parties for timely completion.
- Coordinate final inspections, acceptance activities, Taking Over Certificates, NOCs, and other completion documentation.
Testing & Commissioning
- Review and monitor Contractor commissioning, testing, handover, and close-out plans.
- Coordinate testing, commissioning, inspections, and related activities with the Contractor, project team, Client, and End Users.
- Monitor progress and address issues affecting commissioning and handover milestones.
Documentation & Technical Records
- Review Contractor handover deliverables including:
- As-built drawings
- Operation & Maintenance manuals
- Testing and commissioning records
- Certificates
- Warranties
- Project close-out documentation
- Monitor the preparation, review, and completion of as-built documentation.
- Maintain accurate records of handover and close-out activities.
- Coordinate the preparation and submission of project close-out reports in line with Client and KEO requirements.
Snagging & Final Acceptance
- Establish and monitor procedures for snagging, inspection, de-snagging, and final acceptance.
- Coordinate inspections and follow up on outstanding defects and corrective actions.
- Conduct regular progress meetings and reviews to identify and resolve handover-related issues.
Stakeholder Coordination & Reporting
- Conduct handover coordination meetings with relevant project stakeholders.
- Provide regular handover progress reports and maintain appropriate project records.
- Conduct handover-related inductions and communicate project-specific procedures and requirements.
- Ensure all handover activities comply with the contract, project procedures, and applicable Client requirements.
Minimum Requirements
- Bachelor’s Degree in Engineering.
- Minimum 10 years of total professional experience.
- At least 7 years of relevant experience in project handover and close-out.
- Proven experience in roads, highways, or expressway projects, preferably in Qatar.
- Valid Qatar Engineering License / UPDA registration.
- Strong experience in project handover, testing and commissioning, snagging/de-snagging, documentation, and project close-out.
- Good understanding of construction contracts, project handover requirements, and completion procedures.
- Strong coordination and communication skills.
- Excellent reporting and documentation capabilities.
- Ability to coordinate effectively with Clients, Contractors, End Users, Consultants, and other stakeholders.
- Arabic and English bilingual capability is preferred.

The ideal candidate is an experienced construction professional with strong knowledge of project handover and close-out processes, particularly within major infrastructure projects. You should be highly organized, detail-oriented, and capable of coordinating multiple stakeholders while maintaining project handover schedules and documentation requirements.
Experience working on Qatar roads, highways, or expressway projects and familiarity with local engineering requirements will be highly relevant.
