Job Description/Specification:
Envac Qatar WLL is seeking an experienced O&M / Facilities Manager to oversee the operation, maintenance, and lifecycle management of facilities, infrastructure, and technical assets in Doha. The role combines engineering expertise, team leadership, contractor management, budgeting, energy management, and health and safety compliance.

Key Responsibilities
- Lead routine, preventive, and corrective maintenance of HVAC, MEP, firefighting, civil works, and central utility systems.
- Manage and develop in-house technical teams, shift supervisors, and external soft-service providers.
- Establish service-level agreements and performance KPIs for contractors and monitor their delivery against agreed standards.
- Manage external vendors, conduct performance audits, and take corrective action where service levels are not achieved.
- Prepare, monitor, and optimize annual OPEX and CAPEX budgets for facility operations and maintenance.
- Analyze utility consumption and introduce energy-saving and carbon-reduction initiatives.
- Maintain compliance with health, safety, environmental, quality, Civil Defence, and relevant Qatar requirements.
- Manage CMMS/CAFM systems and use maintenance data to improve asset performance, planning, and inventory accuracy.
- Coordinate facility projects and maintenance activities while minimizing operational disruption.
- Monitor asset performance and support long-term lifecycle planning, replacement, and reliability improvements.
Requirements
- Bachelor's degree in Mechanical, Electrical, or Civil Engineering from a recognized university.
- Valid UPDA/MMUP Grade A or B Engineer Registration in Qatar.
- 8–10 years of experience in facilities management, building operations, O&M, or a related engineering environment.
- At least three years of managerial experience in Qatar or the GCC.
- Experience managing multidisciplinary technical teams and external contractors.
- Strong understanding of HVAC, MEP, firefighting, civil works, and facility utilities.
- Experience with OPEX/CAPEX planning, cost control, and operational budgeting.
- Professional-level English communication skills.
- Arabic language skills are an advantage.
- Valid NOC and authorization to work in Qatar.
- CFM or CMRP certification would be advantageous.
