Job Description/Specification:
Raytheon (RTX) is seeking an experienced Associate Director – Program Management to lead in-country execution of the NASAMS (National Advanced Surface-to-Air Missile System) program in Doha, Qatar. This role is central to supporting the Qatar Emiri Air Forces (QEAF) with modernization, sustainment, warranty, and after-sales support, ensuring operational readiness and program success.
Key Responsibilities

Oversee daily execution of in-country teams, ensuring schedule and performance compliance.

Act as the primary operational point of contact for QEAF, providing procurement guidance, sustainment support, and technical troubleshooting.

Direct site leads, logistics, quality, and technical staff to maximize operational readiness.

Build strong partnerships with subcontractor Kongsberg Defense (KDA), serving as the liaison between program office and subcontractor leadership.

Drive timely resolution of issues, escalating concerns to the U.S.-based Program Manager when necessary.

Support contract proposals, bidding, negotiation, definitization, and start-up processes.

Provide regular program updates to QEAF and coordinate expectations with U.S. and international teams.

Collaborate with cross-functional groups including Engineering, Contracts, Finance, Supply Chain, and Quality.

Manage subcontractor lifecycle deliverables and support customer program reviews.

Lead, mentor, and motivate in-country staff, fostering a culture aligned with Raytheon’s values.
Requirements

Bachelor’s degree with 12+ years of relevant experience OR advanced degree with 10+ years.

PMX Certification Level 4 (or ability to obtain within 12 months).

CORE certification or equivalent process improvement credential.

Experience in program execution, risk and opportunity management, and financial analysis.

Proven ability to lead cross-functional teams in international environments.

Demonstrated ability to work effectively with international customers.

Active DoD Secret clearance required (must be in place by Day 1).

U.S. citizenship required.
Preferred Qualifications

MBA or graduate degree in engineering.

Background in aerospace/defense development, production, or sustainment programs.

Experience with MENA-based programs and large international subcontractors.

Knowledge of EX/IM regulations, security requirements, and subcontract management.
