Job Description/Specification:


A leading oil and gas organization in Qatar is seeking an experienced Cost Estimation Engineer to provide independent cost estimation and advisory services for capital, production, maintenance, HSE, and refinery shutdown projects. This role is critical to optimizing refinery processes, ensuring accurate project costing, and supporting operational efficiency.

 

Key Responsibilities

  • Prepare independent cost estimates and provide cost advice for capital, production, maintenance, HSE, and shutdown projects.

  • Execute cost estimation for in-house plant modifications to improve refinery processes and production efficiency.

  • Interface with contractors to validate cost proposals and ensure compliance with project requirements.

  • Support project planning and budgeting activities with accurate cost data.

  • Monitor project costs and provide variance analysis against approved budgets.

  • Contribute to cost optimization strategies across refinery operations.

  • Ensure compliance with company policies, industry standards, and safety requirements.

 

Requirements

  • Bachelor’s degree in Civil, Mechanical, or Process Engineering from an internationally recognized university.

  • Minimum 12 years of oil and gas industry experience in cost estimation, contractor interface, planning, and costing.

  • Certified Project Management Professional (PMP) and/or Certified Cost Professional (CCP – AACE) preferred.

  • Strong knowledge of project costing, estimation methodologies, and refinery operations.

  • Excellent oral and written communication skills in English.

  • Proficiency in MS Office applications.

  • Strong leadership, motivation, and problem-solving abilities.
