Job Description/Specification:


We are seeking an experienced Telecom Commissioning Engineer to support FEED and EPIC projects across onshore and offshore Oil & Gas facilities. The role covers telecommunications system installation, testing, commissioning, troubleshooting and final handover, with close coordination between commissioning, engineering, construction, vendors, contractors and client teams.

The successful candidate will have strong hands-on experience with telecom systems in Greenfield and Brownfield environments, ensuring commissioning activities are completed safely, efficiently and in accordance with approved project requirements, schedules and HSE standards.

About This Role

The Telecom Commissioning Engineer will report to the Lead Commissioning Engineer or Project Manager and coordinate all telecom commissioning activities from installation and testing through system handover and project close-out. The position may require work at onshore and offshore facilities in Qatar and across the Middle East.

Key Responsibilities

  • Execute installation, testing, commissioning and handover of telecommunications systems.
  • Conduct and support FAT and SAT activities and verify compliance with project specifications.
  • Commission, test and troubleshoot systems including:
    • CCTV, UHF/VHF/TETRA Radio, PA/GA, PABX/IP Telephony
    • LAN/WAN, Fiber Optic Structured Cabling and Microwave Systems
    • Access Control Systems (ACS), Telemetry/AIS and Network Management Systems
    • Vessel safety and related telecommunications systems.
  • Perform telecom service jobs, modifications and commissioning activities in accordance with contractual requirements.
  • Review telecom drawings, specifications, procedures and engineering deliverables.
  • Coordinate with vendors, subcontractors, construction, engineering and client representatives to resolve technical issues.
  • Monitor commissioning progress against approved project schedules and provide regular status updates.
  • Prepare and maintain commissioning records, test reports, punch lists and handover documentation.
  • Support final system handover, commissioning dossiers and project close-out.
  • Plan site activities and coordinate manpower, tools, equipment and required resources.
  • Ensure compliance with HSE procedures, PTW, risk assessments, HAZID and SIMOPS requirements.
  • Provide technical reports and updates to the Lead Commissioning Engineer and Project Manager.

Minimum Requirements

Education

  • Bachelor's degree in Electronics & Communications Engineering or a related discipline.

Experience

  • 12–15 years of experience in telecommunications commissioning.
  • Minimum 8–10 years of experience in Oil & Gas onshore/offshore facilities.
  • Proven experience on FEED and EPIC projects, including Greenfield and Brownfield developments.
  • Strong hands-on experience in telecom installation, testing, commissioning, FAT, SAT and troubleshooting.
  • Experience reviewing drawings, technical documents, procedures and contractor deliverables.

Certifications

  • Valid BOSIET/FOET + CA-EBS certification is required.
  • Basic H2S certification is preferred.

Technical Skills

Candidates should have practical commissioning experience across multiple telecom systems, including CCTV, PA/GA, UHF/VHF/TETRA, PABX/IP Telephony, LAN/WAN, fiber optics, microwave, ACS, telemetry/AIS and network management systems.

Knowledge of telecom industry standards, Oil & Gas HSE requirements, risk management, HAZID and SIMOPS is essential. Proficiency in MS Word, Excel, MS Project, Visio, AutoCAD and Navisworks is also required.
