We are seeking an experienced HSE Manager to join our operations in Doha, Qatar. The successful candidate will lead Health, Safety and Environmental activities across PFC O&M operations, sites, facilities and projects, ensuring compliance with legal, client, contractual and ISO 45001/ISO 14001 requirements.

About This Role

The HSE Manager will provide strategic and operational HSE leadership, strengthen safety culture, manage operational and environmental risks, and drive continuous improvement. Reporting to the Framework Manager, the role will oversee HSE teams, contractors, audits, incident investigations, emergency preparedness and regulatory compliance while promoting a strong Zero Incident Culture.

Key Responsibilities

  • Develop and maintain HSE policies, procedures, plans, objectives, KPIs and management systems.
  • Ensure compliance with Qatar regulations, client requirements, contractual obligations and ISO 45001/14001 standards.
  • Lead risk assessments, JSA/JHA, method statements and environmental risk assessments.
  • Monitor high-risk activities including PTW, LOTO, confined spaces, work at height, lifting, electrical work, hot work, excavation and chemical handling.
  • Conduct site inspections, safety walks, audits and compliance reviews and ensure corrective actions are closed.
  • Lead investigations into accidents, incidents, near misses and environmental events, including root-cause analysis and lessons learned.
  • Develop emergency response plans and coordinate emergency drills and exercises.
  • Manage environmental risks involving waste, chemicals, spills, sludge, wastewater, emissions, noise and environmental permits.
  • Monitor occupational health risks such as chemical and biological exposure, heat stress, noise, dust, ergonomics and workplace hygiene.
  • Manage contractor and subcontractor HSE prequalification, plans, audits, inspections and performance.
  • Develop HSE inductions, training programs, toolbox talks, competency assessments and safety awareness campaigns.
  • Maintain legal and regulatory compliance registers and support Ashghal, client, certification and external audits.
  • Track leading and lagging HSE KPIs, incidents, inspections, training, corrective actions and environmental performance.
  • Prepare monthly, quarterly, annual and client HSE reports and recommend improvement actions.
  • Lead ISO 45001 and ISO 14001 audit programs and promote PDCA, benchmarking and continual improvement.
  • Lead and develop Safety Officers, HSE Engineers, Environmental Engineers, Coordinators and other HSE personnel.
  • Coordinate HSE activities with Operations, Maintenance, Projects, Engineering, Procurement, HR, QA/QC, clients, contractors and authorities.
  • Liaise with Ashghal engineers on HSE meetings, documentation, proposals, performance indicators and compliance matters.

Minimum Requirements

Education

  • Bachelor’s degree in Engineering, Environmental Science, Occupational Health & Safety or a related discipline.
  • NEBOSH IGC or equivalent qualification preferred.
  • ISO 45001/ISO 14001 auditing or related training is advantageous.

Experience

  • Minimum 20 years of overall professional experience.
  • At least 10 years of experience in HSE management or senior HSE leadership.
  • Experience in water/wastewater, utilities, infrastructure, industrial, construction or O&M environments is preferred.

Preferred Skills

  • Strong knowledge of HSE management systems, risk management, incident investigation and auditing.
  • Good understanding of environmental management and contractor HSE compliance.
  • Working knowledge of ISO 45001 and ISO 14001.
  • Strong leadership, communication, analytical, planning and decision-making abilities.
  • Experience working with clients, contractors, management teams and regulatory authorities.
  • Proficiency in MS Office and HSE reporting systems.
  • Excellent written and spoken English.

Technical Skills

Candidates should be capable of leading HSE audits, investigations, risk assessments, emergency exercises, contractor evaluations and continual improvement initiatives. Knowledge of occupational health, environmental management, high-risk work controls and regulatory compliance will be important for success in this role.
