Job Description/Specification:
Mind Stream is seeking an experienced Safety Officer – Water Treatment Plant to take responsibility for site safety across water and wastewater treatment facilities in Qatar. The successful candidate will enforce HSE procedures, manage permit-to-work activities, control high-risk operations, supervise contractor safety, and ensure compliance with site safety requirements.
The role covers daily plant operations as well as planned shutdowns, with particular focus on confined space entry, chemical and chlorine handling, electrical isolation, hot work, contractor management, emergency response, and incident investigation.
About This Role
The Safety Officer will work closely with operations, maintenance teams, contractors, and site management to identify and control workplace hazards. The position requires practical experience in industrial or plant environments and a strong understanding of high-risk activities associated with water and wastewater treatment plants.
Key Responsibilities
Permit & High-Risk Work Control
- Operate and enforce the site Permit-to-Work (PTW) system for routine operations and planned shutdowns.
- Control and monitor confined space entry into tanks, wet wells, digesters, vessels, and other restricted areas.
- Issue and monitor hot work permits and ensure required controls are implemented.
- Manage electrical isolation procedures and Lockout/Tagout (LOTO) requirements.
Chemical & Plant Safety
- Enforce safe handling, storage, and use of chemicals and chlorine within the treatment plant.
- Monitor safety controls around chemical dosing systems and chemical storage areas.
- Conduct routine plant inspections to identify hazards and ensure corrective actions are implemented.
- Ensure safe working practices are maintained during maintenance, operations, and shutdown activities.
Contractor & HSE Management
- Monitor and supervise contractor safety performance on site.
- Conduct risk assessments and review method statements, JSA/JHA, and safe work procedures.
- Deliver toolbox talks and safety briefings to employees and contractors.
- Ensure workers comply with PPE, site safety procedures, and applicable HSE requirements.
Emergency Response & Incident Investigation
- Plan and coordinate emergency response drills and exercises.
- Investigate incidents, identify root causes, and follow corrective and preventive actions through to closure.
- Prepare HSE reports, inspection records, incident documentation, and other required safety reports.
- Support continuous improvement of site safety performance.
Minimum Requirements
- Minimum 5+ years of relevant HSE/Safety experience.
- NEBOSH IGC certification is required.
- Proven experience in industrial, utility, water treatment, wastewater treatment, or similar plant environments.

Desired Candidate Profile
The ideal candidate is a hands-on and proactive Safety Officer with strong knowledge of industrial plant HSE practices and experience managing high-risk activities. Candidates with direct water treatment or wastewater treatment plant experience will be particularly well suited to this position.
