Place Vendome Construction To be discussed

Job Description/Specification:

Place Vendome is seeking an experienced Project Engineer to lead the delivery of internally managed projects across Place Vendome. The role will convert operational requirements into defined scopes, coordinated designs, work programmes, and successfully completed projects, with strong emphasis on live-site investigation, stakeholder coordination, field supervision, change control, and project close-out.

The initial focus will include traffic flow, access, parking, internal vehicle circulation, wayfinding, and signage improvement projects. The position will also provide technical support through AutoCAD drawing production and management of the Place Vendome (PVQ) drawing archive.

About This Role

The Project Engineer will manage projects from initial brief and feasibility through design, procurement, implementation, testing, handover, and close-out. The successful candidate should be comfortable working in an occupied commercial environment, coordinating multiple stakeholders, resolving site issues, and ensuring projects are delivered safely, on schedule, within budget, and to the required quality standards.

Key Responsibilities

Project Planning & Delivery

  • Manage assigned projects from concept and feasibility through procurement, construction, testing, handover, and close-out.
  • Develop project scopes, deliverables, programmes, budgets, risk registers, responsibility matrices, and approval schedules.
  • Coordinate consultants, contractors, suppliers, and internal departments.
  • Lead project meetings and maintain action, decision, risk, issue, and change registers.
  • Support tendering through site information, technical documentation, bidder clarifications, and technical evaluations.
  • Monitor project progress, costs, variations, commitments, and approved scope.
  • Inspect completed works, manage snagging, and ensure warranties, approvals, handover documents, and as-built information are completed.

Traffic, Parking & Signage

  • Conduct field surveys covering vehicle routes, entrances, exits, queues, conflict points, pedestrian interfaces, loading areas, taxi/valet operations, and emergency access.
  • Coordinate traffic studies and develop practical proposals for road access, parking, traffic flow, and internal vehicle circulation.
  • Develop phased implementation and temporary traffic-management plans while maintaining customer access and business continuity.
  • Prepare coordinated sign-location plans, message schedules, wayfinding layouts, and signage packages.
  • Conduct site measurements, inspections, photographic records, mock-up reviews, and post-implementation checks.
  • Coordinate with Operations, Security, HSE, Facilities, Marketing/Branding, Leasing, valet teams, consultants, and relevant authorities.

Design Coordination & Technical Assurance

  • Review architectural, civil, structural, MEP, traffic, parking, signage, and life-safety information for coordination and buildability.
  • Validate designs against actual site conditions and identify technical or operational constraints before implementation.
  • Prepare marked-up drawings, sketches, technical details, quantities, and presentation materials.
  • Ensure projects comply with applicable HSE, accessibility, fire and life-safety, permit, authority, and mall requirements.
  • Plan works in occupied areas, including permits, isolations, logistics, protection, housekeeping, and reinstatement.

AutoCAD & Drawing Management

  • Prepare and revise AutoCAD site plans, circulation layouts, signage plans, coordination drawings, and as-built drawings.
  • Maintain the PVQ drawing archive, drawing register, folder structure, naming conventions, metadata, revision history, and issue status.
  • Ensure clear separation between concept, review, approved-for-construction, and as-built drawings.
  • Review consultant and contractor CAD submissions for layers, coordinates, references, completeness, and compliance with PVQ standards.
  • Ensure projects are closed with accurate native CAD files, PDFs, approved revisions, and verified as-built information.
  • Prevent obsolete drawings from being used and provide reliable project records to authorized users.

Reporting & Project Controls

  • Prepare concise weekly reports covering progress, look-ahead activities, costs, risks, decisions, and management requirements.
  • Maintain accurate and auditable records of instructions, approvals, inspections, submittals, changes, and handover documentation.
  • Support other Design & Projects activities according to operational priorities while maintaining ownership of assigned deliverables.

Minimum Requirements

  • Bachelor's Degree in Civil Engineering, Architectural Engineering, Construction Management, or a related discipline.

Experience

  • Minimum 7 years of relevant professional experience.
  • At least 4 years of hands-on project delivery experience in refurbishment, civil, infrastructure, construction, or operational projects.
  • Proven experience delivering projects within complex live commercial environments.
  • Shopping mall, traffic, parking, access, wayfinding, or signage project experience is strongly preferred.
  • Qatar/GCC project experience is an advantage.

Technical Skills

  • Advanced AutoCAD skills with strong 2D drawing production and review capability.
  • Project Planning, Scheduling & Controls
  • Budgeting, Cost Monitoring & Change Control
  • Risk & Issue Management
  • Tendering and Procurement Support

  • Drawing Registers & Document Control
  • CAD Archive & As-Built Management

Certifications & Licensing

  • PMP, PRINCE2, or an equivalent project management certification is preferred.
  • MMUP/UPDA registration may be required where applicable to the assigned professional duties.
  • Valid Qatar/GCC driving licence is advantageous.

Desired Candidate Profile

The ideal candidate will be a hands-on, field-oriented Project Engineer with strong technical judgement and the ability to convert operational requirements into practical, executable solutions. Excellent stakeholder management, communication, contractor coordination, problem-solving, and follow-up skills are essential.

The successful candidate should take ownership of project outcomes, be comfortable working on live sites, and demonstrate strong knowledge of project delivery, multidisciplinary coordination, AutoCAD, technical documentation, traffic/access projects, and construction controls.
