Job Description/Specification:
Turner & Townsend is seeking an experienced Senior Project Manager to lead projects of moderate size and complexity in Qatar. This opportunity is suited to a qualified project management professional with proven experience delivering major projects from initial business case development and planning through execution, commissioning, operational readiness, handover, and final close-out.
The role is particularly relevant to professionals with experience in airport projects, live operational environments, and major infrastructure developments. Candidates should be confident managing multidisciplinary teams, contractors, consultants, project controls, risks, budgets, schedules, and multiple stakeholders.
Senior Project Manager Job Overview
The Senior Project Manager will take responsibility for the complete project lifecycle, ensuring projects are delivered according to agreed scope, cost, schedule, quality, safety, and operational requirements.
The position involves coordinating project teams and stakeholders while maintaining project momentum in complex and fast-moving environments. Experience working in operational facilities, where construction or improvement works must be carefully phased around ongoing operations, is especially important.
Key Responsibilities
The Senior Project Manager will be responsible for:
- Lead projects from initiation through execution, commissioning, handover, and close-out.
- Support business case development and establish clear project objectives.
- Develop project execution strategies, delivery plans, schedules, budgets, and resource plans.
- Monitor project performance against approved cost, schedule, scope, and quality requirements.
- Identify project risks and issues and implement effective mitigation and contingency plans.
- Manage project resources, including personnel, contractors, consultants, materials, and equipment.
- Coordinate multidisciplinary project teams and promote effective collaboration.
- Act as a key point of contact for clients, contractors, consultants, authorities, and other stakeholders.
- Provide accurate and timely project reporting and maintain stakeholder communication.
- Manage project phasing and access requirements within live operational environments.
- Coordinate permits-to-work and operational interfaces where required.
- Support procurement, tendering, and contractor appointment activities.
- Manage RFIs, technical submittals, variations, and contractor interfaces.
- Coordinate commissioning and operational readiness activities.
- Manage ORAT, training, handover documentation, defects, and project close-out.
- Ensure project activities comply with applicable regulations, authority requirements, safety standards, and project procedures.
- Take corrective action when project performance falls behind approved plans.
- Lead and motivate project team members to achieve project objectives.
Required Qualifications

Airport and Infrastructure Experience
A key requirement is 4–7 years of experience in airport, live operational, or major infrastructure environments.
Experience working in operational facilities is valuable because such projects require careful coordination of construction activities, access, phasing, permits, safety requirements, stakeholder communications, and operational continuity.

Technical and Project Management Skills
The successful candidate should have strong knowledge of:
