Job Description/Specification:
A leading organisation in Qatar is seeking an experienced Senior Environmental Specialist to support major construction, infrastructure, and utility projects. The role focuses on environmental management, Environmental Impact Assessments, greenhouse gas (GHG) and carbon-footprint studies, contaminated-site rehabilitation, and environmental damage and loss assessments.
The successful candidate will provide technical environmental expertise across project planning and delivery, ensuring compliance with environmental requirements while supporting sustainability, carbon reduction, rehabilitation, and environmental risk-management objectives.
About This Role
The Senior Environmental Specialist will lead and support environmental assessments, monitoring, auditing, rehabilitation planning, and environmental damage evaluations for complex projects. The role requires extensive professional experience, strong technical knowledge, and the ability to communicate effectively with project teams, consultants, contractors, and stakeholders.
Key Responsibilities
Environmental Management
- Develop and deliver comprehensive Construction Environmental Management Plans (CEMP).
- Lead and support Environmental Impact Assessments (EIA/ESIA).
- Provide environmental advice throughout construction and infrastructure project lifecycles.
- Monitor compliance with environmental requirements, permits, standards, and project commitments.
- Conduct environmental monitoring, inspections, and audits.
GHG & Carbon Management
- Conduct GHG emissions and carbon-footprint calculations and assessments.
- Develop monitoring and reporting frameworks for carbon emissions.
- Identify opportunities to minimise GHG emissions and improve environmental performance.
- Support carbon-management and sustainability initiatives across major projects.
Contaminated Sites & Environmental Rehabilitation
- Develop rehabilitation strategies and plans for contaminated sites.
- Assess environmental damage, losses, and associated impacts.
- Support compensation planning, rehabilitation strategies, and financial costing of environmental damages and losses.
- Conduct audits and assessments related to environmental rehabilitation and compensation.
Stakeholder & Project Support
- Provide specialist environmental advice to project and construction teams.
- Prepare high-quality technical reports, correspondence, presentations, and environmental documentation.
- Coordinate with consultants, contractors, government entities, and other stakeholders.
- Ensure environmental requirements are effectively communicated and implemented.
- Support environmental decision-making on complex infrastructure and construction programmes.
Minimum Requirements
Education & Experience
- Bachelor's degree in Environmental Science, Environmental Engineering, Civil Engineering, Mechanical Engineering, or a related discipline, with a minimum of 15 years of relevant environmental experience.
- Alternatively, a Master's degree in a relevant discipline with a minimum of 10 years of relevant environmental experience.
- Research-focused experience does not count toward the required professional experience.
- Extensive experience in environmental consultancy, infrastructure, construction, utilities, or major development programmes.
Preferred Skills
- Strong technical knowledge of environmental assessment and management.
- Excellent understanding of GHG emissions and carbon-footprint methodologies.
- Experience with contaminated-site rehabilitation and environmental damage assessment.
- Strong analytical, reporting, and problem-solving abilities.
- Excellent English written and verbal communication skills.
- Strong computer literacy and presentation skills.
- Ability to work independently and collaboratively across multidisciplinary teams.
Certifications
- ISO 14001 certification/knowledge is required or highly desirable.
- Relevant ISO 14060-series standards experience or certification is preferred.
What Will Set You Apart
- Previous experience working with a Qatar public-sector or semi-government entity.
- Experience on major infrastructure, utilities, or complex construction programmes in Qatar or elsewhere in the GCC.
- International environmental consultancy experience on large-scale infrastructure or utility projects.
- Strong knowledge of Qatar and GCC environmental regulations and project requirements.
- Arabic language skills are an advantage.
