A Lead Stakeholder Engineer plays a critical role in getting complex engineering and infrastructure projects through Qatar’s regulatory and approval processes. This position acts as the link between design teams, project management teams and local authorities, ensuring that submissions meet requirements and approvals are secured without unnecessary delays.

Key Responsibilities
- Coordinate between engineering design, PMCS teams and relevant Qatar authorities.
- Maintain strong working relationships with authorities responsible for roads, utilities, planning and infrastructure.
- Review design submissions to ensure they meet authority requirements before submission.
- Coordinate the preparation and submission of documents for permits, approvals and NOCs.
- Conduct design reviews with authorities and discipline engineers throughout project stages.
- Communicate authority comments and required design changes to project teams.
- Advise engineers and designers on incorporating regulatory requirements into project deliverables.
- Track approvals, resolve discrepancies and escalate critical issues when necessary.
- Coordinate approval of design changes during the construction phase.
- Maintain an updated reference of applicable Qatar regulations, engineering codes and authority requirements.
Requirements
Candidates should have:
- A Bachelor's degree in Engineering or Architecture.
- 8–10 years of experience in architecture, engineering or planning.
- Experience working with an engineering consultancy, preferably a leading regional or local firm.
- Mandatory experience working in Qatar.
- Strong knowledge of Qatar engineering standards, regulations and approval procedures.
- In-depth understanding of authority requirements for building and infrastructure projects.
- Experience securing design approvals and NOCs from relevant authorities.
