Job Description/Specification:
Egis is seeking an experienced Traffic Management and Performance professional to support the performance monitoring, reporting, and operational improvement of major Intelligent Transport Systems (ITS) and traffic management operations. The role will oversee performance indicators and Service Level Agreements (SLAs) across the Roads Management Centre (RMC), Tunnel Control Centres, communications networks, and ITS systems.
The successful candidate will lead data analysis, traffic engineering improvement programs, operational reporting, incident management reviews, and special event traffic planning. This position requires extensive experience in transportation planning and traffic management, strong analytical capabilities, and the ability to coordinate internal teams, subcontractors, and government stakeholders.
About This Role
As a Traffic Management and Performance Manager, you will manage monthly performance reporting and ad-hoc reporting for major incidents and special events. You will analyze operational data and traffic management processes to identify improvement opportunities and develop strategies that enhance corridor performance, incident response, traffic signal management, and overall ITS operations.
The role involves working closely with traffic engineering teams, subcontractors, public-sector stakeholders, and operational teams to ensure contractual performance requirements and SLA commitments are consistently achieved.
Key Responsibilities
Performance Management & Reporting
- Monitor performance indicators and SLAs across RMC, Tunnel Operations, communications networks, and ITS systems.
- Manage the preparation, review, and submission of monthly operational and technical performance reports.
- Ensure reporting meets contractual deadlines, quality standards, and management requirements.
- Prepare ad-hoc reports for major incidents, special events, and operational requirements.
- Analyze performance trends and identify opportunities for operational improvement.
Traffic Engineering & ITS Operations
- Manage subcontractors providing SCATS and traffic engineering support for RMC and tunnel operations.
- Monitor on-road traffic performance and ensure operations align with corridor performance and incident management objectives.
- Lead data and process analysis to develop traffic engineering improvement plans.
- Identify improvements to SCATS traffic signal management and incident/event response processes.
- Analyze the effectiveness of existing traffic management response plans and implement improvement programs.
- Coordinate traffic simulation modelling, data analysis, and traffic engineering activities.
Incident & Special Event Management
- Coordinate reporting for major traffic incidents and special events.
- Lead lessons-learned reviews and best-practice assessments following incidents and events.
- Develop traffic response plans for major events and coordinate the required traffic management system configurations.
- Act as a focal point for special event coordination with government and key stakeholders, including the Ministry of Interior, Ministry of Transport, and other relevant authorities.
Customer & Stakeholder Management
- Manage customer complaints relating to RMC and Tunnel operations.
- Ensure complaints are investigated and resolved within agreed SLA timelines.
- Lead root cause analysis and implement corrective actions where required.
- Communicate traffic planning, performance, and operational concepts effectively to technical and non-technical stakeholders.
- Coordinate cross-functional teams and subcontractors to achieve project performance objectives.
Minimum Requirements
Education
- Bachelor's degree in Transportation Planning, Transportation Engineering, Civil Engineering, Computer Science, or a related discipline.
Experience
- Minimum 10 years of experience in transportation planning, traffic management, traffic engineering, or related fields.
- Proven experience in urban transportation and traffic management environments.
- Experience in the Middle East region is highly desirable.
- Demonstrated experience leading traffic studies and major event traffic management planning.
- Experience preparing management-level performance reports and delivering against contractual deadlines.
- Experience working with public-sector or government clients is preferred.
- Experience with performance-based contracts is an advantage.
Technical Skills
- Strong knowledge of traffic management and transportation planning principles.
- Expertise in traffic modelling systems and data analysis tools.
- Experience with SCATS traffic signal management or comparable traffic control systems.
- Ability to use analytical tools, scripts, and data-processing techniques for detailed traffic analysis.
- Understanding of ITS, traffic control centres, tunnel operations, incident management, and traffic response planning.
- Experience with traffic simulation modelling and performance analysis.
