Job Description/Specification:
A major offshore oil and gas redevelopment project in Qatar is seeking an experienced QHSE professional to lead Quality, Health, Safety, and Environmental activities across the project lifecycle. The role carries responsibility for ensuring compliance with QatarEnergy corporate and directorate procedures, departmental guidelines, project quality requirements, and applicable regulatory HSE standards.
The successful candidate will provide leadership across QHSE management systems, quality assurance, quality control, environmental management, construction safety, audits, inspections, and project risk management.
Key Responsibilities
- Direct and oversee all Quality Management, Quality Control, Quality Assurance, Health, Safety, and Environmental activities for the project.
- Ensure project activities comply with QatarEnergy procedures, departmental guidelines, IMS certification requirements, and applicable regulatory standards.
- Manage and implement QHSE systems throughout the project lifecycle.
- Provide oversight of project quality requirements and regulatory HSE compliance.
- Develop and maintain QHSE plans, philosophies, specifications, risk registers, and environmental assessments.
- Lead QHSE teams and coordinate with contractor HSE and Quality teams to maintain high performance standards.
- Manage QHSE audits, inspections, compliance reviews, and follow-up activities.
- Maintain audit findings, inspection records, lessons learned, root cause analysis, and corrective action registers.
- Support accident and incident investigations and ensure corrective and preventive actions are properly implemented and closed.
- Manage non-conformities, corrective action requests, and quality-related findings.
- Prepare and present periodic reports covering Health, Safety, Environment, and Quality performance.
- Provide leadership and guidance to project teams and contractors on QHSE requirements.
- Support quality control activities covering engineering, procurement, fabrication, construction, and offshore project execution.
Required Experience and Skills
- Minimum 20 years of experience in Quality and HSE Management, design safety, environmental management, and quality management.
- Extensive experience with offshore oil and gas projects covering project initiation, concept engineering, FEED, detailed engineering, and EPIC phases.
- At least 5 years of experience leading QHSE functions or holding a senior Engineering QHSE position.
- Experience with a major oil and gas operator, international third-party consultant, or reputable EPIC contractor.
- Strong knowledge of QHSE and environmental regulatory requirements.
- Familiarity with international safety and quality engineering codes and standards.
- Experience developing project QHSE plans, philosophies, specifications, HSE studies, environmental assessments, and project risk registers.
- Strong experience in QHSE audits, inspections, compliance reviews, and contractor assessments.
- Knowledge of accident and incident investigation, NCRs, CARs, root cause analysis, and lessons-learned processes.
- Strong understanding of Quality Management Systems and Quality Control practices across major oil and gas projects.
- Working knowledge of construction, welding, and non-destructive examination (NDE).
- Experience with manufacturing inspection and certification of static equipment, piping, and materials is desirable.
- Knowledge of subsea pipelines, submarine cables, umbilicals, and related QA/QC practices is advantageous.
- Familiarity with engineering specifications used by major international oil and gas companies is preferred.
- Knowledge of Shell DEPs and QCS is an advantage.
- Strong leadership skills with the ability to motivate and organize multidisciplinary QHSE teams.
- Excellent written and spoken English with the ability to prepare and present technical and management reports.
- Previous experience in Arabian Gulf countries is desirable.
Education and Certifications
- Bachelor’s degree in Mechanical Engineering is required.
- IRCA or equivalent approved Lead Auditor certification for an Integrated Management System standard such as ISO 9001, ISO 45001, or ISO 14001 is required.
- Postgraduate qualifications and professional certifications in relevant disciplines such as welding, NDT, or painting are preferred.
- Professional certifications such as ISO, IRCA, ASME, API, NACE, ASNT, TWI, or AWS are desirable.
- Membership of a recognized Chartered or professional institution is preferred.
- Project management certifications from recognized bodies such as PMI, APM, or equivalent organizations are advantageous.
