QatarEnergy is seeking an experienced Senior HSE Engineer to lead the development, implementation, and continuous improvement of Health, Safety, and Environmental (HSE) management systems across major Oil & Gas projects. The role is responsible for ensuring regulatory compliance, strengthening process safety, minimizing project risks, and fostering a proactive safety culture that aligns with QatarEnergy's operational excellence standards.

About This Role

As a Senior HSE Engineer, you will oversee project HSE performance by developing HSE strategies, conducting risk assessments, leading incident investigations, and ensuring contractors comply with QatarEnergy and international safety standards. You will collaborate closely with project teams, contractors, and stakeholders to achieve zero harm and continuous improvement in HSE performance.


Key Responsibilities

HSE Management Systems

  • Develop, implement, and maintain comprehensive HSE management systems for Oil & Gas projects.
  • Ensure compliance with QatarEnergy standards, regulatory requirements, and international HSE best practices.
  • Prepare HSE philosophies, project plans, procedures, and technical specifications.
  • Promote continuous improvement across HSE management processes.

Risk Management & Process Safety

  • Lead HSE studies, Quantitative Risk Assessments (QRA), Environmental Impact Assessments (EIA), and sustainability initiatives.
  • Develop and maintain Project HSE Risk Registers and mitigation strategies.
  • Implement Process Safety Management (PSM), Management of Change (MOC), and Barrier Management systems.
  • Conduct Bow-Tie analyses and other advanced risk assessment methodologies.

Incident Investigation & Compliance

  • Lead complex HSE incident investigations using recognized investigation methodologies and software.
  • Analyze root causes, identify corrective actions, and implement lessons learned.
  • Monitor contractor compliance with project HSE requirements.
  • Review HSE performance and recommend preventive measures to reduce operational risks.

Leadership & Team Management

  • Lead and mentor project HSE teams and contractor safety personnel.
  • Foster a proactive safety culture across project sites.
  • Coordinate HSE meetings, audits, inspections, and performance reviews.
  • Support management in achieving project HSE objectives and KPIs.

Reporting & Digital Systems

  • Prepare HSE reports, dashboards, and technical documentation.
  • Utilize Microsoft Office, SharePoint, SAP, MS Teams, and other digital platforms for reporting and collaboration.
  • Monitor HSE performance indicators and recommend continuous improvement initiatives.

Minimum Requirements

Education

  • Bachelor's Degree in Engineering, Safety, Environmental Science, Occupational Health, or a related discipline from an internationally recognized university.

Experience

  • Minimum 12 years of HSE management experience.
  • At least 5 years in a senior HSE position on Oil & Gas projects.
  • Proven experience with reputable Oil & Gas companies or EPIC contractors.
  • Extensive experience managing HSE during construction projects.

Preferred Qualifications

  • NEBOSH Level 6 Diploma, Certified Safety Professional (CSP), or equivalent accredited HSE certification.
  • Membership in a recognized Engineering or HSE professional body.
  • GCC Oil & Gas project experience.
  • Experience with incident investigation software such as:
