Job Description/Specification:
The International Organization for Migration (IOM) is seeking an experienced Programme Officer to lead and oversee the implementation of the Qatar Country Programme. Reporting directly to the Chief of Mission (CoM), the successful candidate will manage programme strategy, project implementation, stakeholder engagement, donor coordination, and operational oversight while supporting migration management, labour mobility, migrant protection, and humanitarian development initiatives in Qatar.
About This Role
As the Programme Officer, you will provide strategic leadership for the IOM Qatar Country Programme by managing multidisciplinary projects, supervising programme teams, coordinating with government institutions, UN agencies, donors, and international partners, and ensuring programme delivery meets organizational objectives, donor requirements, and national priorities.
Key Responsibilities
Programme Management
- Lead the planning, implementation, and oversight of the IOM Qatar Country Programme.
- Manage programme operations, budgets, project implementation, and resource allocation.
- Provide technical guidance and operational supervision to national and international programme teams.
- Monitor programme performance and address operational challenges to ensure successful delivery.
Programme Development & Strategy
- Identify emerging migration trends and programme priorities.
- Design and develop new projects aligned with organizational strategy and donor priorities.
- Coordinate programme planning with the Chief of Mission, Regional Office, Headquarters, government counterparts, and development partners.
- Support country programme development and strategic decision-making.
Stakeholder & Partnership Management
- Build and maintain strong relationships with:
- Government ministries and authorities
- United Nations agencies
- International organizations
- Humanitarian organizations
- Community partners
- Private sector stakeholders
- Represent IOM in national and international meetings, conferences, and donor consultations.
- Strengthen partnerships to support programme expansion and resource mobilization.
Donor Coordination & Reporting
- Prepare and submit high-quality programme and donor reports.
- Coordinate programme updates, briefing notes, and progress reports.
- Ensure compliance with donor reporting requirements and organizational standards.
- Promote visibility of programme achievements through communication materials.
Monitoring, Evaluation & Quality Assurance
- Monitor progress against programme objectives and key performance indicators.
- Oversee Monitoring & Evaluation (M&E) frameworks and impact assessments.
- Ensure programme work plans, budgets, and activities comply with IOM policies and donor agreements.
- Coordinate assessment tools, monitoring systems, and Standard Operating Procedures (SOPs).
Team Leadership
- Supervise, mentor, and build the capacity of programme staff.
- Conduct technical guidance sessions and professional development activities.
- Foster a collaborative, inclusive, and high-performing work environment.
Minimum Qualifications
Education
- Master's Degree in:

- or a related field
OR
- Bachelor's Degree in one of the above disciplines with additional qualifying experience.
Experience
- Minimum 5 years of relevant professional experience with a Master's Degree.
OR
- Minimum 7 years of relevant professional experience with a Bachelor's Degree.

Language Requirements
Required
- Fluency in English (spoken and written)
- Fluency in Arabic (spoken and written)
Preferred
- Working knowledge of French, Chinese, Russian, or Spanish.
