Job Description/Specification:
Parsons is seeking an experienced Quality Engineer to oversee Quality Assurance (QA) and Quality Control (QC) activities for major construction and infrastructure projects in Qatar. The successful candidate will ensure construction works comply with project specifications, international quality standards, and client requirements while promoting a culture of continuous quality improvement throughout the project lifecycle.
About This Role
As a Quality Engineer, you will monitor construction quality, conduct inspections and audits, review QA/QC documentation, manage non-conformance reports (NCRs), and collaborate with project teams to resolve quality issues. This role is ideal for professionals experienced in infrastructure projects such as roads, drainage, utilities, and public works within engineering consultancy or construction supervision environments.
Key Responsibilities
Quality Assurance & Quality Control
- Implement and maintain project QA/QC plans, procedures, and quality standards.
- Monitor construction activities to ensure compliance with approved specifications and contract requirements.
- Conduct inspections, material testing, and quality audits throughout all project phases.
- Verify workmanship and construction processes meet applicable standards and project requirements.
Quality Documentation
- Review Inspection and Test Plans (ITPs), method statements, material submittals, and construction drawings.
- Prepare inspection reports, quality records, test reports, and Non-Conformance Reports (NCRs).
- Maintain complete quality documentation and ensure traceability throughout the project lifecycle.
- Monitor corrective and preventive actions to ensure timely closure of quality issues.
Inspection & Compliance
- Perform routine site inspections and quality surveillance activities.
- Coordinate with contractors and subcontractors to ensure compliance with QA/QC requirements.
- Verify compliance with ASTM, BS, ISO, and other applicable construction standards.
- Ensure all construction materials and installation methods meet project specifications.
Quality Management Systems
- Support the implementation and continuous improvement of Quality Management Systems (QMS).
- Participate in internal and external quality audits.
- Monitor compliance with ISO 9001 and other quality management standards.
- Promote quality awareness across project teams through training and guidance.
Coordination & Reporting
- Collaborate with engineers, consultants, contractors, and project stakeholders to resolve quality-related issues.
- Analyze quality trends and recommend process improvements.
- Prepare quality performance reports for project management.
- Support project teams in achieving quality objectives while maintaining project schedules.
Qualifications
- Bachelor's Degree in Civil Engineering or a related engineering discipline from an accredited institution.
- Minimum 10 years of experience in Quality Engineering or QA/QC, including at least 7 years in construction or infrastructure consultancy projects.
- Strong knowledge of QA/QC systems, inspection procedures, and quality documentation.
- Experience working on large-scale infrastructure and civil engineering projects.

- Knowledge of Qatar construction regulations and quality standards.
- Arabic language skills.
