Parsons is seeking an experienced Planning Engineer to support the planning, scheduling, monitoring, and project controls of major infrastructure projects in Qatar. The successful candidate will be responsible for developing and maintaining project schedules, cost plans, progress monitoring, Earned Value Management (EVM), and Extension of Time (EOT) assessments while ensuring projects are delivered on schedule and within budget.

About This Role

As a Planning Engineer, you will work closely with project managers, engineers, consultants, and contractors to develop comprehensive project schedules using Primavera applications, monitor project performance, analyze delays, and prepare management reports. This role is ideal for professionals with extensive experience in roads, drainage, sewer, and public infrastructure projects.

Key Responsibilities

Project Planning & Scheduling

  • Develop, implement, and maintain detailed project schedules using Primavera P6.
  • Prepare baseline schedules for engineering and construction projects.
  • Monitor project milestones, critical paths, and schedule performance.
  • Review and evaluate contractor work programs, narratives, and supporting documentation.
  • Verify project progress against approved baseline schedules.

Project Controls & Cost Management

  • Prepare project budgets, cost phasing, and cash flow forecasts.
  • Monitor project costs and update cost plans throughout the project lifecycle.
  • Analyze project performance and recommend corrective actions.
  • Prepare monthly project progress reports and management dashboards.
  • Support integrated project controls across multiple concurrent projects.

Earned Value Management (EVM)

  • Implement and maintain Earned Value Management (EVM) systems.
  • Measure project performance using earned value metrics.
  • Analyze schedule and cost variances.
  • Support project forecasting and performance reporting.

Delay Analysis & EOT Assessment

  • Perform Extension of Time (EOT) assessments.
  • Analyze project delays and identify their impact on schedules.
  • Prepare EOT recommendation reports.
  • Evaluate contractor claims and supporting documentation.

Reporting & Coordination

  • Generate schedule updates and progress reports using Primavera and Power BI.
  • Coordinate with project managers, engineers, contractors, and consultants.
  • Present schedule analysis and recommendations to project stakeholders.
  • Maintain project documentation in Primavera Contract Management (Expedition).

Qualifications

  • Bachelor's Degree in Civil Engineering or a related Engineering discipline.
  • Certification in Project Planning & Scheduling and Primavera applications.
  • Certification in Cost Engineering is preferred.
  • MMUP (UPDA) Certification is mandatory.
  • Minimum 14 years of experience, including significant experience with engineering consultancy, supervision consultancy, or project management consultancy.
  • Experience delivering major infrastructure projects involving roads, drainage, sewerage, and public works.
