Job Description/Specification:
Qatar Executive is seeking an experienced Manager Ground Operations to lead the planning, management, and continuous improvement of ground handling services across its business aviation network.
The role is responsible for ensuring safe and efficient ground operations, managing service providers and contracts, maintaining regulatory compliance, supporting new station readiness, and driving improvements in service quality and operational performance.
Key Responsibilities
Ground Operations Management
- Lead ground handling activities and ensure consistent service delivery across Qatar Executive operations.
- Develop strategies to improve operational efficiency, service quality, and cost control.
- Oversee ground handling providers, including load control activities.
- Coordinate aircraft handling, landing and parking permits, slots, and other operational requirements.
- Support operational readiness at existing and new destinations.
Contracts & Service Providers
- Lead negotiation, award, and management of ground handling contracts and Service Level Agreements (SLAs).
- Monitor supplier performance against agreed operational and service standards.
- Maintain strong relationships with airports, authorities, regulators, and external service providers.
- Identify opportunities to improve service performance and control operating costs.
Compliance & Manuals
- Prepare and maintain the Ground Operations Manual (GOM) and Dangerous Goods (DG) Manual.
- Ensure manuals remain compliant with current regulatory requirements.
- Manage implementation of Dangerous Goods policies and operational processes.
- Ensure compliance with applicable IATA Dangerous Goods Regulations and ICAO requirements.
Audits, Safety & Risk
- Conduct ground handling and de-icing audits.
- Manage audit findings, corrective actions, and follow-up activities.
- Conduct ground handling risk assessments for new stations.
- Investigate ground handling incidents and accidents and coordinate reporting.
- Liaise with Legal and Insurance teams when required.
- Promote a strong culture of safety, compliance, and operational excellence.
Performance & Leadership
- Analyze operational data, incidents, trends, and service KPIs to identify improvement opportunities.
- Lead continuous improvement initiatives across ground operations.
- Manage and develop teams through coaching, guidance, and performance management.
- Work closely with internal stakeholders to ensure effective operational delivery.
Qualifications & Experience
- Bachelor’s degree or equivalent qualification.
- Minimum 8 years of relevant professional experience.
- Management experience within ground handling, airline, airport, or business aviation operations.
- Specific experience with business aviation ground services.
- Proven experience negotiating ground handling contracts and managing service providers.
- Experience preparing and maintaining GOM and Dangerous Goods manuals.
- Experience conducting ground handling and de-icing audits.
- Experience performing new station ground handling risk assessments.
- Strong understanding of IATA and ICAO Dangerous Goods requirements.
- DG Category 6 certification is preferred.
