Job Description/Specification:
Parsons is seeking an experienced Resident Engineer – Roads & Infrastructure to manage the construction supervision of major infrastructure projects in Doha, Qatar.
The successful candidate will oversee project execution, contractor performance, engineering compliance, stakeholder coordination, change management, and project handover. Strong experience in roads, bridges, and infrastructure construction, preferably within Qatar, is required.
Key Responsibilities
Construction Supervision
- Manage construction supervision activities for assigned roads and infrastructure works.
- Monitor engineering scope, project schedules, budgets, progress, and closeout activities.
- Ensure construction works comply with approved drawings, specifications, codes, and quality requirements.
- Review completed work and ensure applicable engineering standards and procedures are followed.
- Identify project risks, delays, and construction issues and coordinate appropriate corrective actions.
Contract & Change Management
- Interface with contractors and subcontractors to ensure compliance with contractual requirements and deliverables.
- Identify and document changes in project scope.
- Review and approve change orders in accordance with project procedures.
- Communicate approved changes to project management and affected stakeholders.
- Ensure Parsons' contractual rights and obligations are properly maintained.
Client & Authority Coordination
- Act as a key interface between the client, contractors, government authorities, and other project stakeholders.
- Coordinate with relevant authorities and agencies to obtain required approvals.
- Liaise with authorities throughout project execution and final handover.
- Provide clients with regular updates regarding progress, risks, and key project developments.
- Manage client expectations while supporting timely project delivery.
Quality, HSE & Project Delivery
- Ensure construction activities meet required quality and technical standards.
- Promote compliance with construction Health, Safety and Environmental (HSE) requirements.
- Monitor contractor performance and ensure project objectives are achieved.
- Support successful testing, completion, closeout, and handover of infrastructure works.
Qualifications & Experience
- Bachelor’s Degree in Civil Engineering from a recognized university.
- Minimum 15 years of post-graduate experience in construction supervision and management.
- Extensive experience with major roads, bridges, and infrastructure projects.
- Previous project experience in Qatar is strongly preferred.
- MME/UPDA Engineering Certification is required.
- Strong knowledge of relevant engineering standards, specifications, and construction codes.
- Good understanding of construction HSE requirements.
- Proficiency in relevant engineering and project software.
- Excellent written and spoken English communication skills.
