Job Description/Specification:
Airswift, a global workforce solutions provider specializing in the Energy, Infrastructure, and IT sectors, is recruiting on behalf of a leading Oil & Gas Operator for an experienced Head of Project Control. This long-term contract position is based in Doha, Qatar, supporting major onshore projects and offering the opportunity to lead project controls across large-scale EPC developments.
The successful candidate will provide strategic leadership for project controls, ensuring effective cost management, scheduling, planning, reporting, contract coordination, and workforce planning while maintaining alignment with company standards and project objectives.
About This Role
As the Head of Project Control, you will lead the Project Management Team (PMT) in all project control functions, serving as the primary interface between project leadership, EPC contractors, and key stakeholders. You will oversee project planning, cost control, schedule performance, forecasting, risk identification, contract administration, and reporting to ensure successful project delivery within approved budgets and timelines.
Key Responsibilities
📊 Project Controls & Planning
- Lead all project control activities across the Project Management Team (PMT).
- Develop, implement, and maintain the Project Control Plan throughout the project lifecycle.
- Coordinate planning, scheduling, estimating, cost engineering, procurement, and contract control activities.
- Establish integrated project planning systems that support effective project execution.
- Ensure project controls comply with company standards, procedures, and governance requirements.
💰 Cost Management & Performance Monitoring
- Monitor project budgets, expenditures, forecasts, and cost performance.
- Review project changes and assess their impact on cost and schedule.
- Prepare cost estimates, financial forecasts, and management reports.
- Track project trends, identify variances, and recommend corrective actions.
- Ensure accurate project cost reporting for senior management.
📅 Schedule Management
- Monitor EPC contractor schedules, progress measurements, and project milestones.
- Evaluate contractor performance against approved project schedules.
- Review planning deliverables and ensure schedule integrity.
- Identify potential delays and develop mitigation strategies.
- Ensure progress reporting accurately reflects project status.
📑 Contract Administration & Commercial Support
- Coordinate with procurement and contract management teams.
- Review contractor invoices for accuracy, compliance, and completeness.
- Resolve payment queries with contractors, suppliers, and Accounts Payable.
- Support tender preparation, contract administration, and commercial evaluations.
- Ensure contractor accounting systems meet company audit requirements.
👥 Leadership & Stakeholder Management
- Lead multidisciplinary and multicultural project control teams.
- Coordinate with Engineering, Construction, Procurement, Commercial, and Finance departments.
- Provide project performance updates to senior management.
- Manage workforce planning and project resource allocation.
- Foster collaboration between PMT members and EPC contractors.
Minimum Requirements
Education
- Bachelor's Degree in Engineering, Accounting, Business Administration, Commercial Management, or a related discipline.
Experience
- Minimum 10 years of experience in Project Controls within major Oil & Gas, Energy, or EPC projects.
- Proven experience in cost engineering, project planning, scheduling, contract management, and business management.
- Minimum 3 years leading multidisciplinary and multicultural project teams.
- Experience supporting large-scale capital projects from planning through execution is highly desirable.
