Job Description/Specification:
An established international engineering consultancy is seeking a highly experienced Design Manager – Roads & Highways to join its project team in Qatar. The successful candidate will lead and coordinate the multidisciplinary design delivery of a prestigious roads and highway infrastructure project, ensuring all technical outputs meet client requirements, authority regulations, international standards, approved schedules, and quality objectives.
This senior engineering leadership role requires extensive experience in road and highway design, multidisciplinary coordination, technical assurance, stakeholder engagement, and government approval processes. The Design Manager will work closely with clients, consultants, contractors, utility agencies, and relevant authorities to deliver safe, efficient, compliant, and constructible infrastructure solutions.
About This Role
The Design Manager will take overall responsibility for the planning, coordination, review, and delivery of engineering designs across all project stages. You will lead civil, highway, drainage, utilities, structures, traffic, geotechnical, environmental, and related technical disciplines to ensure that all design packages are fully integrated and delivered to the required quality.
This position is suited to a senior civil engineering professional with substantial consultancy experience, strong knowledge of Qatar infrastructure requirements, and a proven ability to manage technically complex roads and highway projects from concept design through detailed design, approvals, tender, and construction support.
Key Responsibilities
🛣️ Roads & Highways Design Leadership
- Lead the design development of major roads, highways, interchanges, junctions, and associated infrastructure.
- Provide technical direction throughout concept, preliminary, detailed, and construction design stages.
- Ensure highway geometry, road alignment, junction layouts, and corridor planning comply with project requirements.
- Review design assumptions, engineering calculations, drawings, specifications, and technical reports.
- Ensure all designs are safe, coordinated, sustainable, cost-effective, and constructible.
- Maintain full oversight of design changes and technical decisions.
⚙️ Multidisciplinary Design Coordination
- Lead and coordinate multidisciplinary design teams across all engineering disciplines.
- Ensure integration between highways, utilities, drainage, structures, traffic systems, landscaping, lighting, and geotechnical works.
- Manage design interfaces and resolve technical conflicts between disciplines.
- Coordinate Building Information Modelling and design coordination activities where applicable.
- Chair multidisciplinary design meetings, workshops, and technical reviews.
- Ensure all design teams work toward consistent project objectives and delivery standards.
📅 Design Planning & Schedule Management
- Develop and maintain the design delivery programme.
- Establish key design milestones, review periods, submission dates, and approval timelines.
- Monitor progress against the approved schedule and identify potential delays.
- Coordinate resource requirements across engineering disciplines.
- Implement recovery plans where design activities fall behind schedule.
- Ensure all deliverables are completed within agreed time, cost, and quality parameters.
📐 Technical Review & Quality Assurance
- Oversee design quality assurance and quality control processes.
- Ensure all submissions undergo appropriate interdisciplinary checks and technical approvals.
- Review drawings, specifications, reports, calculations, and design documentation.
- Confirm compliance with international engineering standards and project-specific requirements.
- Coordinate independent technical reviews and design audits where required.
- Ensure comments from clients and authorities are addressed accurately and promptly.
- Maintain complete design records, review registers, and approval documentation.
🏛️ Client & Authority Coordination
- Act as the principal design interface with the client and key stakeholders.
- Liaise with Qatar government authorities and utility agencies to facilitate technical approvals.
- Present design solutions, recommendations, and progress updates to clients and authorities.
- Coordinate permit applications, no-objection certificates, and design approvals.
- Respond to authority comments and manage resubmissions.
- Maintain productive professional relationships with all project stakeholders.
🔌 Utilities & Infrastructure Coordination
- Coordinate existing and proposed utilities within road and highway corridors.
- Review utility diversions, protection measures, and interface requirements.
- Liaise with utility providers regarding water, electricity, telecommunications, drainage, sewerage, and other services.
- Identify potential utility conflicts and develop practical engineering solutions.
- Ensure utility designs are coordinated with road geometry and construction sequencing.
- Monitor utility authority requirements and approval status.
⚠️ Design Risk Management
- Identify technical, programme, authority, constructability, and interface risks.
- Maintain design risk registers and track mitigation actions.
- Facilitate design risk workshops and constructability reviews.
- Evaluate the impact of design changes on cost, programme, and project performance.
- Escalate significant risks and recommend corrective measures.
- Ensure risks are addressed before design packages are issued for construction.
💰 Cost & Value Engineering
- Support design development within the approved project budget.
- Coordinate with cost consultants and commercial teams regarding design implications.
- Lead value engineering reviews without compromising safety, quality, or performance.
- Evaluate alternative design solutions and lifecycle cost considerations.
- Monitor scope changes and their potential commercial impact.
- Ensure designs support efficient construction and long-term maintenance.
🏗️ Construction Support
- Provide technical design support during tender and construction stages.
- Respond to requests for information, technical queries, and site clarifications.
- Review contractor proposals, shop drawings, material submissions, and method-related design matters.
- Coordinate design modifications required during construction.
- Participate in site inspections and technical meetings when required.
- Ensure site changes remain compliant with the approved design intent.
👥 Team Leadership & Development
- Lead, mentor, and manage engineers, discipline leads, and design coordinators.
- Assign responsibilities and monitor individual and team performance.
- Promote collaboration, accountability, innovation, and technical excellence.
- Provide guidance on complex engineering and coordination matters.
- Support professional development and knowledge sharing within the design team.

Minimum Requirements
Education
- Bachelor’s degree in Civil Engineering from a recognized university.
- Master’s degree in Civil Engineering, Transportation Engineering, Highway Engineering, or a related field is an advantage.
Professional Registration
- Valid MMUP/UPDA Engineering Registration in Qatar is mandatory.
- Chartered Engineer (CEng), Professional Engineer (PEng/PE), or equivalent internationally recognized professional qualification is highly desirable.
Experience
- Minimum 15 years of professional experience in the design and delivery of roads, highways, and major infrastructure projects.
- Minimum 5 years of relevant experience in GCC countries.
- Previous experience in Qatar is strongly preferred.
- Proven experience managing multidisciplinary design teams through all project phases.
- Experience with major engineering consultancies, infrastructure programmes, or large transportation projects is highly desirable.
- Demonstrated experience dealing with clients, government authorities, contractors, and utility agencies.
