We are seeking an experienced Project Engineer – Telecom to lead the successful execution of telecom, low-voltage, and security system projects in Qatar. This role is ideal for professionals with extensive experience managing telecommunications infrastructure, ELV systems, EPC/FEED projects, and Oil & Gas developments, ensuring projects are delivered safely, on time, within budget, and in compliance with international standards.

As a Project Engineer – Telecom, you will oversee the complete project lifecycle—from planning and engineering through installation, testing, commissioning, and final handover. Working closely with clients, contractors, vendors, and multidisciplinary engineering teams, you will ensure high-quality project delivery while maintaining strong stakeholder relationships and driving operational excellence.

About This Role

The Project Engineer – Telecom is responsible for managing telecom system integration projects involving Access Control, CCTV, LAN, Wi-Fi, VOIP, Fire Detection, PAGA, Radio Communication, and other low-current systems. You will coordinate engineering activities, supervise site execution, manage project budgets, mitigate risks, and ensure compliance with client specifications, HSE requirements, and international engineering standards.

Key Responsibilities

📋 Project Planning & Execution

  • Review project scope, technical requirements, and contractual obligations with internal stakeholders.
  • Develop comprehensive project execution plans, schedules, budgets, and resource allocation strategies.
  • Coordinate engineering, procurement, construction, testing, and commissioning activities.
  • Monitor project progress and ensure milestones are achieved within agreed timelines.
  • Drive successful project delivery while maintaining safety, quality, and operational excellence.

🤝 Stakeholder & Client Management

  • Serve as the primary point of contact for clients, consultants, contractors, and project stakeholders.
  • Lead project meetings, progress reviews, and technical discussions.
  • Manage client expectations and respond effectively to technical and commercial inquiries.
  • Coordinate change requests and ensure proper documentation and approvals.
  • Build strong client relationships to enhance customer satisfaction and project success.

👥 Team Leadership & Coordination

  • Lead multidisciplinary engineering and site teams throughout project execution.
  • Assign responsibilities, monitor performance, and provide technical guidance.
  • Foster collaboration between engineering, procurement, construction, QA/QC, and commissioning teams.
  • Resolve project issues proactively to maintain workflow and productivity.
  • Promote a culture of teamwork, accountability, and continuous improvement.

💰 Budget & Cost Control

  • Prepare and manage project budgets and cost forecasts.
  • Monitor project expenditures and approve procurement activities.
  • Evaluate variations, change orders, and commercial impacts.
  • Identify cost-saving opportunities without compromising quality or safety.
  • Ensure financial performance aligns with contractual and business objectives.

📡 Technical Engineering & System Integration

  • Review and approve telecom system designs and engineering deliverables.
  • Ensure proper integration of telecommunications and low-voltage systems.
  • Provide technical support during engineering, installation, and commissioning.
  • Resolve design conflicts and technical challenges throughout project execution.
  • Ensure compliance with client specifications, industry standards, and project requirements.

🏗️ Installation, Testing & Commissioning

  • Supervise installation of telecom and ELV systems in industrial and Oil & Gas environments.
  • Coordinate with civil, electrical, mechanical, and instrumentation disciplines.
  • Lead Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT), and commissioning activities.
  • Approve testing procedures and validate system performance.
  • Manage project handover and client acceptance processes.

📊 Risk Management & Quality Assurance

  • Identify project risks and develop mitigation strategies.
  • Ensure compliance with quality management systems and project specifications.
  • Oversee inspections, audits, testing, and verification activities.
  • Maintain project documentation to support quality assurance and regulatory compliance.
  • Implement corrective and preventive actions where necessary.

📑 Procurement & Vendor Management

  • Coordinate procurement activities and vendor selection processes.
  • Monitor supplier performance, delivery schedules, and technical compliance.
  • Review vendor documentation and technical submittals.
  • Ensure purchased equipment complies with project specifications.
  • Maintain effective communication with suppliers and subcontractors.

🛡️ Safety, Compliance & Project Close-Out

  • Ensure compliance with HSE policies, client standards, and industry regulations.
  • Coordinate work permits, inspections, and regulatory approvals.
  • Complete project close-out activities, including documentation and lessons learned.
  • Support clients during the warranty and post-handover period.
  • Drive continuous improvement through project performance reviews.

Minimum Requirements

Education

  • Bachelor's Degree in Electrical Engineering, Electronics Engineering, or a related engineering discipline.

Experience

  • Minimum 10 years of experience managing Telecom, ELV, Low Voltage, or System Integration projects.
  • Proven experience delivering large-scale engineering projects in Oil & Gas, EPC, FEED, Industrial, Infrastructure, or Energy sectors.
  • Hands-on experience managing engineering, procurement, installation, testing, and commissioning activities.
  • Experience working with multinational clients and EPC contractors is highly desirable.

Preferred Certifications

  • Project Management Professional (PMP)
  • PRINCE2 Practitioner
  • Relevant Telecom or System Integration Certifications
  • HSE or Construction Safety Certifications

Preferred Skills

  • Strong knowledge of telecom infrastructure and low-current systems.
  • Excellent project planning, scheduling, budgeting, and cost control skills.
  • Strong leadership, negotiation, and stakeholder management abilities.
  • Good understanding of engineering contracts, procurement, and vendor management.
  • Ability to prepare professional reports, technical documentation, and client correspondence.
  • Experience in Telecom System Integration (TSI) is an advantage.
  • Previous experience with JCI/TYCO UAE and Oil & Gas projects is preferred.
