A leading Oil & Gas organization is seeking an experienced Commissioning Site Lead to support a major offshore development project in Doha, Qatar. This residential, single-status assignment will run from September 2026 to December 2027 and involves both onshore activities and offshore site visits.

The successful candidate will lead the Company Commissioning Team, oversee EPCIC contractor commissioning activities, and ensure the safe and efficient commissioning of the Riser Platform (RP) and associated brownfield modifications. This is a senior leadership role requiring extensive offshore commissioning experience, strong technical expertise, and the ability to manage multidisciplinary teams throughout the project lifecycle.

About This Role

As the Commissioning Site Lead, you will be responsible for developing commissioning strategies, preparing technical procedures, supervising contractor performance, ensuring compliance with company standards, and coordinating commissioning activities from engineering through start-up and handover. You will also play a key role in interface management, operational readiness, safety leadership, and stakeholder coordination.

Key Responsibilities

⚙️ Commissioning Planning & Management

  • Lead the planning, preparation, and execution of commissioning activities for offshore facilities.
  • Develop commissioning execution strategies, schedules, and management plans.
  • Prepare and approve commissioning procedures and technical documentation.
  • Coordinate pre-commissioning, commissioning, start-up, and handover activities.
  • Ensure operational readiness prior to facility start-up.

📑 Technical Documentation & Engineering Review

  • Review and approve commissioning deliverables, procedures, and contractor documentation.
  • Validate pre-commissioning and commissioning witnessing procedures.
  • Approve operational test procedures, leak test packs, instrument loop testing, relief valve testing, and critical valve testing procedures.
  • Review vendor documentation, commissioning schedules, spare parts, tools, and training plans.
  • Ensure compliance with company engineering specifications and international industry standards.

🛢️ Offshore Commissioning & Brownfield Integration

  • Lead commissioning activities for offshore platforms and associated brownfield modifications.
  • Manage interfaces involving bridge links, pipeline tie-ins, ESDVs, flare gas recovery systems, CCR retrofits, and Early Production Systems (EPS).
  • Coordinate commissioning interfaces with SURF packages, subsea pipelines, fiber optic communication systems, and ICSS infrastructure.
  • Support offshore installation, hook-up, testing, and commissioning operations.

👥 Leadership & Team Management

  • Lead and supervise multidisciplinary commissioning teams, including discipline leads, supervisors, and completion teams.
  • Coordinate EPCIC contractors and ensure alignment with project objectives.
  • Monitor commissioning progress and resolve technical challenges.
  • Conduct regular coordination meetings and provide project status updates.
  • Mentor commissioning personnel and promote a high-performance culture.

🛡️ HSE & Operational Assurance

  • Promote a strong safety culture throughout all commissioning activities.
  • Ensure compliance with HSE regulations, company procedures, and permit-to-work systems.
  • Participate in HAZID, HAZOP, SIL reviews, Ex inspections, cybersecurity assessments, and operational risk reviews.
  • Monitor contractor compliance with safety procedures and operational standards.
  • Report critical issues, risks, and deviations that may impact commissioning or project delivery.

📊 Progress Monitoring & Handover

  • Monitor commissioning progress against project schedules and milestones.
  • Review Ready for Commissioning (RFC) dossiers and completion documentation.
  • Track punch list items and ensure timely close-out.
  • Approve Transfer of Operations & Maintenance (TOM) documentation.
  • Support successful project handover to Operations.

Minimum Requirements

Education

  • Bachelor's Degree (or equivalent) in Mechanical, Electrical, Instrumentation, Process, Chemical, or related Engineering discipline.

Experience

  • 15–20 years of experience in the offshore Oil & Gas industry.
  • Minimum 8–10 years in a senior Commissioning Management or Commissioning Lead role.
  • Proven experience leading commissioning activities on large EPC/EPCIC offshore projects.
  • Extensive brownfield and offshore platform commissioning experience.

Certifications

  • Valid OPITO H₂S Certification.
  • Valid T-BOSIET Certification.
  • Additional offshore safety certifications are advantageous.
