Job Description/Specification:
UNESCO Regional Office for the Gulf States and Yemen is seeking an experienced Education Project Manager to lead the implementation of the Global Partnership for Education (GPE) System Capacity Grant (SCG) in Yemen. Based in Doha, Qatar, this 12-month Service Contract position offers an exciting opportunity to contribute to strengthening education systems, governance, sector coordination, Education in Emergencies (EiE), and evidence-based planning across Yemen.
The successful candidate will oversee project implementation, coordinate with ministries, UN agencies, donors, and development partners, and ensure the effective delivery of education programmes that advance Sustainable Development Goal 4 (SDG 4) through strategic leadership, stakeholder engagement, monitoring, and programme management.
About This Role
As the Education Project Manager, you will lead complex education projects, coordinate multi-stakeholder partnerships, monitor programme implementation, manage reporting requirements, and support education sector reforms. Working closely with the Ministry of Education, UNESCO teams, Local Education Groups (LEG), Development Partners Groups (DPG), and international partners, you will drive initiatives that strengthen education governance, resilience, planning, and recovery in crisis-affected environments.
Key Responsibilities
📋 Project Leadership & Programme Management
- Lead the planning, implementation, and monitoring of the GPE System Capacity Grant (SCG).
- Develop and manage project workplans, timelines, deliverables, and implementation schedules.
- Coordinate project activities with UNESCO teams, consultants, ministries, and development partners.
- Monitor project performance, identify implementation risks, and recommend corrective actions.
- Ensure timely delivery of programme objectives and donor commitments.
🤝 Stakeholder Coordination & Partnership Management
- Coordinate with the Ministry of Education, Local Education Group (LEG), Development Partners Group (DPG), UN agencies, donors, NGOs, and education partners.
- Strengthen collaboration among education stakeholders through effective communication and coordination.
- Organize and facilitate technical meetings, workshops, consultations, and joint sector reviews.
- Build strategic partnerships that support education system strengthening and sector reforms.
- Represent UNESCO during coordination meetings and stakeholder engagements, as required.
📊 Monitoring, Evaluation & Reporting
- Monitor project indicators, milestones, and programme outcomes.
- Prepare donor reports, technical reports, briefing notes, presentations, and progress updates.
- Maintain accurate programme documentation, records, and reporting systems.
- Provide analytical inputs to support evidence-based planning and decision-making.
- Ensure compliance with UNESCO and donor reporting requirements.
🎓 Education in Emergencies (EiE) & Technical Support
- Support UNESCO's Education in Emergencies (EiE) initiatives across Yemen and the Gulf States.
- Contribute to education planning, learning recovery, resilience-building, and capacity development programmes.
- Support initiatives related to Education Management Information Systems (EMIS), education monitoring, and learning assessment.
- Develop technical guidance, knowledge products, policy briefs, and advocacy materials.
- Promote knowledge sharing through webinars, workshops, and technical consultations.
🏛️ Internal Programme & Operational Support
- Coordinate programme implementation across UNESCO departments.
- Review project documents, proposals, technical reports, and consultant deliverables.
- Support budgeting, procurement, logistics, administration, and operational planning.
- Consolidate technical inputs from project teams and partners.
- Ensure programme activities remain aligned with UNESCO strategic priorities.
🌍 Field Missions & Representation
- Participate in field missions, subject to operational and security clearance.
- Provide technical guidance during monitoring visits and project implementation activities.
- Represent UNESCO in meetings with ministries, donors, UN agencies, and development partners.
- Perform additional programme management duties as assigned.
Minimum Requirements
Education
- Master's Degree (or equivalent) in Education, International Development, Social Sciences, Public Administration, Management, or a related field.
Experience
- Minimum 5 years of professional experience in education programmes, project management, Education in Emergencies (EiE), sector coordination, or international development.
- At least 2 years of international and/or regional experience.
- Experience working with Ministries of Education, development partners, or multi-stakeholder education programmes.
- Experience managing donor-funded education projects is highly desirable.
