Job Description/Specification:

An exciting opportunity is available for an experienced HSE Manager to join a major energy project in Qatar. This senior leadership role is ideal for health, safety, and environmental professionals with extensive experience managing HSE operations on large-scale energy, EPC, industrial, or infrastructure projects.

The successful candidate will lead the implementation of project-wide safety management systems, ensure compliance with Qatar's regulatory requirements, and promote a proactive safety culture across the project. This position is particularly suited to professionals with previous QatarEnergy project experience and internationally recognized HSE certifications.

💼 Key Responsibilities

  • Lead the implementation and continuous improvement of the project's Health, Safety, and Environmental (HSE) Management System.
  • Ensure full compliance with project specifications, client requirements, and applicable HSE regulations.
  • Develop, implement, and monitor HSE policies, procedures, and site safety programs.
  • Conduct comprehensive risk assessments and ensure effective mitigation measures are in place.
  • Lead incident investigations, identify root causes, and implement corrective and preventive actions.
  • Perform regular site inspections, safety audits, and compliance reviews to maintain high safety standards.
  • Coordinate with clients, consultants, contractors, and regulatory authorities on HSE-related matters.
  • Deliver HSE training, toolbox talks, coaching, and awareness programs for project personnel.
  • Prepare safety reports, performance statistics, and regulatory documentation.
  • Supervise and mentor the site HSE team while fostering a strong safety-first culture throughout the project.

🎯 Requirements

  • Minimum 10 years of HSE experience within construction, industrial, infrastructure, EPC, or energy projects.
  • Previous QatarEnergy project experience is mandatory.
  • At least 8 years of experience in an HSE Manager or similar leadership role.
  • Minimum 5 years of EPC project experience.
  • NEBOSH International General Certificate (IGC) certification is mandatory.
  • IOSH certification is mandatory.
  • Bachelor's Degree or Diploma in a relevant discipline.
  • Strong knowledge of international HSE management systems and safety standards.
  • Ability to successfully complete the client's competency assessment and approval process before mobilization.

Preferred Qualifications

  • Previous approval as HSE personnel on QatarEnergy projects.
  • Valid or previous QatarEnergy ePTW training or card.
  • Diploma in Occupational Safety and Health Management or Industrial Safety.
  • Experience in renewable energy or large-scale infrastructure projects.

🚀 Why You'll Love This Opportunity

  • Join a high-profile energy project with significant HSE leadership responsibilities.
  • Lead safety strategy on complex EPC and industrial operations.
  • Work alongside multidisciplinary engineering and construction teams.
  • Contribute to maintaining world-class safety standards on critical infrastructure projects.
  • Competitive monthly salary ranging from QAR 20,000 to QAR 30,000, depending on qualifications and experience.

👤 Who Should Apply?

This opportunity is designed for experienced HSE professionals who have built their careers managing safety across major energy, EPC, construction, or industrial projects. Candidates should be confident leading large HSE teams, conducting audits and investigations, and working closely with clients and regulatory authorities.

Professionals who have previously supported QatarEnergy projects and possess strong leadership, communication, and risk management skills will be particularly well suited for this role.

⭐ Skills That Will Help You Succeed

  • HSE leadership and team management.
  • Incident investigation and root cause analysis.
  • Risk assessment and hazard identification.
  • Regulatory compliance and auditing.
  • Safety management systems implementation.
  • Emergency preparedness and response planning.
  • Training, coaching, and workforce engagement.
  • Client and stakeholder relationship management.
  • Technical report writing and documentation.
  • Strong decision-making under operational pressure.

💡 How to Stand Out

Recruiters hiring for senior HSE positions typically look for measurable project achievements rather than general responsibilities. Strengthen your CV by highlighting:

  • Major EPC, oil & gas, energy, or infrastructure projects you have supported.
  • Previous QatarEnergy project approvals or successful project delivery.
  • Leadership experience managing HSE teams across multiple disciplines.
  • Improvements in safety performance, such as reduced incident rates or successful audit outcomes.
  • Experience implementing international HSE standards and management systems.
  • Certifications including NEBOSH, IOSH, Occupational Safety qualifications, and specialized safety training.
  • Experience coordinating with clients, consultants, and government authorities.

Including measurable achievements—such as Lost Time Injury (LTI) reductions, audit scores, safety training delivered, or project milestones—can significantly strengthen your application.

🎤 Interview Preparation

Expect interviews to focus on both technical expertise and leadership capabilities. Common interview topics include:

  • Describe your experience managing HSE on QatarEnergy projects.
  • How do you develop and implement an effective HSE Management System?
  • Explain your approach to incident investigations and corrective actions.
  • How do you ensure contractor compliance with safety requirements?
  • Describe a major safety challenge you resolved on an EPC or energy project.
  • How do you build and maintain a positive safety culture across a large workforce?
  • What key performance indicators (KPIs) do you use to measure HSE performance?

Prepare practical examples that demonstrate your leadership, regulatory knowledge, and ability to improve safety performance on complex projects.
