If you’re an experienced infrastructure or commercial leader who thrives on shaping large-scale projects from strategy through execution, this is a high-impact senior advisory role in Doha. As a Senior Advisor – Enterprise Service Delivery, you will guide how major engineering and infrastructure programs are planned, procured, delivered, and governed—ensuring they deliver long-term value, efficiency, and compliance. This role is ideal for professionals seeking Senior Advisory Jobs, Project Management Jobs, Commercial Management Jobs, Infrastructure Jobs, or Qatar Jobs in large-scale national programs.

  • Evaluate project performance and recommend improvements based on international best practices and benchmarking studies.
  • Lead gap analysis initiatives to improve service delivery, operational efficiency, and program outcomes.
  • Review business cases, feasibility studies, and project charters to assess risk, value, and strategic alignment.
  • Oversee procurement strategy development, tendering processes, bid evaluations, and commercial negotiations.
  • Act as escalation point for major project issues including delays, cost overruns, claims, and contractual disputes.
  • Review and validate KPIs, dashboards, and reporting systems to ensure transparency and accountability.
  • Lead development of enterprise service delivery frameworks, SLAs, and performance monitoring systems.
  • Guide contract administration processes and ensure compliance with governance and regulatory requirements.
  • Support transformation initiatives including asset management optimization, digital integration, and whole-life cost planning.

🎯 Requirements

  • Bachelor’s degree in Construction Management, Project Management, Commercial Management, or a related discipline.
  • Chartered status or professional membership from a recognized international institution.
  • Minimum 20 years of postgraduate experience in infrastructure or major capital projects.
  • At least 10 years in a senior leadership or advisory role on large multidisciplinary programs.

  • Deep knowledge of contract management, including FIDIC and extension of time claims.
  • Solid understanding of Qatar regulations and legal frameworks.
  • Advanced communication skills in English; Arabic proficiency is highly desirable.
  • Proven experience in commercial strategy, procurement, and enterprise-level governance.

  • Collaborate with senior government, engineering, and commercial stakeholders.
  • Play a key role in improving procurement, governance, and asset management systems.
  • Benefit from a competitive tax-free package, strong allowances, and comprehensive employee wellbeing support.

👤 Who Should Apply?

This role is designed for senior professionals who have already led large-scale infrastructure or engineering programs and are now operating at a strategic advisory level. If you’ve worked as a commercial director, project director, contract manager, or senior infrastructure consultant and enjoy solving complex delivery challenges, you will fit naturally into this position. Candidates should be confident advising senior stakeholders, influencing decisions, and navigating high-pressure, multi-stakeholder environments.

⭐ Skills That Will Help You Succeed

Success in this role depends on strong commercial judgment, deep contract expertise, and the ability to balance strategic goals with practical execution realities. You should be comfortable reviewing complex contracts, assessing risk, and advising on procurement strategy. Strong leadership, stakeholder management, and the ability to work across diverse teams and cultures are essential. A structured but innovative mindset will help you identify improvements in large-scale service delivery systems.

💡 How to Stand Out

To stand out, highlight your experience delivering or advising on major infrastructure programs, especially those involving procurement strategy, contract administration, or claims resolution. Employers value measurable impact—such as cost savings, improved governance systems, or successful dispute resolution outcomes. Demonstrating experience with FIDIC contracts, EOT claims, and large multidisciplinary projects in the GCC will significantly strengthen your profile. Clear examples of leadership in complex stakeholder environments are especially important.

🎤 Interview Preparation

Expect high-level strategic and scenario-based discussions rather than technical entry-level questions. You may be asked how you would handle major project delays, procurement challenges, or conflicting stakeholder priorities. Be prepared to explain how you evaluate business cases, manage risk, and ensure value-for-money outcomes. Reviewing FIDIC contract structures, public sector procurement processes, and GCC infrastructure delivery frameworks will help you respond with confidence.

📈 Career Growth

This role positions you at the top tier of infrastructure advisory and governance leadership. It can lead to opportunities such as Program Director, Commercial Director, Head of Infrastructure Strategy, or Executive Advisory roles in government entities, consultancies, or global engineering organizations.
